On behalf of the organizing committee, we welcome you to the 35th Region 10 Technical Conference (TENCON 2023) in Chiang Mai, Thailand. TENCON is one of the flagship international conferences of IEEE Region 10 for academicians and researchers to share new ideas, original research results, and practical development in TENCON-related areas. This year's conference theme is “Engineering Tomorrow: The Sustainability-driven Innovation for Post Outbreak Era.” This year, 381 papers were submitted by authors from 24 countries. We accepted 281 papers, resulting in an acceptance rate of 74%. The review process involved 560 TPC members from both academia and industry. The submission and review process were coordinated using the PaperCept conference management system. All full-paper submissions were assigned for review to at least three members of the Technical Program Committee. We thank all these reviewers for providing their valuable time to TENCON 2023. We also appreciate the TPC members' dedication to the review process; without their perseverance, the program would not have been able to put together. We thank Keynote Speakers, Prof. Saifur Rahman, Mr. Thomas Coughlin, Mr. Jeff Adie, Joanne Wong, Dr. Jing Dong, Dr. Yu Yuan, and Dr. Emi Yuda. The program contains 53 technical sessions (oral presentation) and a poster session. In addition, TENCON 2023 also presents IEEE Humanitarian Technology Board Workshop, IEEE Entrepreneurship workshop, IEEE Region 10 Sections & Chapters Symposium, IEEE Standard Associate and IEEE Region 10 Industry workshop, IEEE Conference Quality Management Workshop, IEEE Region 10 Life Member Workshop, Climate Change Panel discussion. We thank our organizational team, IEEE Thailand Section, and IEEE Region 10.
